The Center for Watershed Protection (CWP) has announced the availability of free watershed software with US Army Corps of Engineers “BATHTUB”-like” capabilities that might be a useful tool for a Sylvan Lake application. See the announcement here:
In principle the spreadsheet model contains what we need in terms of documenting land use and contaminant sources, and calculating the effects of potential changes, all based on a set of stormwater/runoff assumptions.
Two versions of the model are available for download, together with documentation and a user guide.

Either modelling tool requires collection of basic input data (precipitation, seasonal tributary flows, water quality) and provides output analyses that are helpful for predicting and classifying the eutrophic state of lakes, reservoirs and rivers.
Both those steady-state approaches will provide a simple and effective way of supporting decisions on factors that affect watershed water quality.
Those simple capabilities should be compared to that of the US Geological Service dynamic simulation numerical model GSFLOW that combines analyses of surface and groundwater flows and inventories in a comprehensive modeling package. One component, a USGS MODFLOW model of the Sylvan Lake watershed, was developed for the AXYS 2005 study of water quality and quantity.
